Estonian Health Insurance Fund data warehouse migration: a scalable platform without vendor lock-in
CHALLENGE
For the Estonian Health Insurance Fund (Tervisekassa) and TEHIK, building a large, long-lasting data solution meant one thing above all: avoiding dependence on a single vendor, while keeping the platform easy to manage and transparent to use – it has to serve multiple parties over a long lifespan.
SOLUTION
In 2025, we began migrating the data warehouse to a shared platform, using predominantly open-source components. A significant part of the solution is code-generated, which simplifies development and maintenance despite the platform’s complexity. The platform is designed to scale with future requirements and support TEHIK’s broader development needs.
RESULTS
The ETL patterns and dbt mesh architecture are designed for easy extension, while the platform supports collaboration across multiple partners. With open-source skills widely available in the market, the client can flexibly scale development capacity as needed.
